The Woodlands Association (TWA), The City of Conroe, The Woodlands Fire Department (TWFD), Town Center Improvement District and MUD 39 made an agreement on June 14, 2007 to cease annexation of Harper's Landing and MUD 39. Harper's Landing is a Residential Community which until recently formed part of The Woodlands.
